A critical migrant deal between the United Kingdom and France has collapsed just hours before its expiration, leaving UK borders vulnerable as negotiations stalled over funding and policy disagreements. The failure to secure a new agreement raises concerns about a potential surge in migrant crossings in the English Channel.

The existing agreement, valued at £475 million, is set to expire at midnight on March 31, 2026. Both nations had been in discussions about a new £650 million proposal, but talks fell apart amid disputes over a “payment by results” model. Under this model, France would receive funding only if it successfully curbed the number of migrant boats leaving its shores.

UK officials have been pressing for a tougher approach, emphasizing the need for increased interceptions to dismantle human smuggling operations. Current figures indicate that only about one-third of attempted crossings are being thwarted, a significant decline compared to previous years. The UK government argues that intercepting up to 80% of crossings is essential for a meaningful impact.

French officials, however, have pushed back against these demands, warning that prioritizing interceptions could jeopardize migrant safety. Javier Ducet, a French minister, described the proposal to cap boat crossings as “extremely complex” and cautioned against placing undue responsibility on France for migrants who are already on its territory.

Shadow Energy Minister Andrew Bowie criticized the government’s handling of the situation, noting that since taking office in July 2024, the UK has seen unprecedented numbers of migrants crossing the Channel.

The existing agreement has funded the majority of French coastal patrols, and without a replacement, there are fears that enforcement capabilities may weaken. The breakdown in negotiations also highlights growing tensions between the UK and France regarding the handling of migration, balancing border security with humanitarian concerns.
